Dual citizenship

"Dual" vs "second" citizenship — what is the difference

Many people are convinced that Russia bans holding two passports. That is not true. What is prohibited is "dual citizenship" in the strict sense — it requires an international treaty between the two countries. "Second citizenship" — a passport of another country while keeping your Russian one — is allowed under Russian law. There is one obligation: notify the Russian Ministry of Internal Affairs (MVD) within 60 days.

US: allows it

US citizenship law does not require giving up foreign passports. The naturalization oath contains renunciation language, but in practice the US does not annul other citizenships and does not demand proof of renunciation.

  • Naturalization — with no obligation to give up your other passport.
  • You can own property and work in both countries.
  • Children born in the US receive citizenship automatically.
Russia: allows it with registration

Russian law allows a second citizenship but requires you to notify the MVD within 60 days of acquiring it. You file in person or through an authorized representative in Russia. The fine for failing to notify is up to 200,000 ₽.

  • Notifying the MVD within 60 days is mandatory.
  • Your Russian passport stays — along with all your rights as a Russian citizen.
  • We help file the notification after you receive your US passport.
The US does not require renunciation
The US position

The US does not require renunciation

US citizenship law does not require you to renounce your foreign citizenship at naturalization. Millions of US citizens hold passports of other countries — it is a recognized legal norm.

Notification, not a ban
The Russian position

Notification, not a ban

The obligation is to notify the MVD within 60 days of acquiring a second citizenship. It is a notification procedure, not a ban. The fine is for failing to notify — not for the citizenship itself.

Tax obligations
Taxes

Tax obligations

A US citizen files a return with the IRS regardless of country of residence. A double-taxation treaty means you will not have to pay twice.

Timeline

From your first request to a US passport — 5–8 years. The timeline depends on your starting status and the visa program you choose.

StageTimeframe
Assessment and program selection1-2 weeks
Visa petition preparation1-3 months
USCIS processing3-12 months
Receiving the Green Cardafter approval
Residency for naturalization3-5 years
Exam, interview, oath6-12 months
Total time to passport5 to 8 years

The longest stage is residency as a permanent resident: 3 years for spouses of US citizens and 5 years in all other cases. It is a legal requirement — there is no way around it.

The sooner you start — the sooner the clock starts on the mandatory residency. Every month you put it off is added to the final date you receive your passport.

Three stages of document review

A coordinator checks completeness, an attorney checks legal weight, a senior partner checks case strategy. The petition passes three filters before it reaches USCIS.

Support after approval

Support after approval

We help with naturalization, prepare you for the exam and the interview, and file the notification with the Russian MVD. Still in touch after you get your passport.

Don't put it off

Start your path to citizenship today — later it gets harder and more expensive

Requirements keep tightening

US immigration policy is changing. Criteria that pass today may not be enough a year from now. A route available in 2026 may close in 2028.

Processing times keep growing

Standard USCIS petition processing is getting longer. What used to take 1 month can now take 3. The sooner you file — the sooner the clock starts.

The residency period cannot be shortened

3 years for spouses of US citizens, 5 years in all other cases. It is a legal requirement. Every month you delay the start delays your passport by a month.

The window for your family is closing

Children adapt more easily at 5 than at 12. It's easier for a spouse to start a career at 35 than at 45. Every year of waiting is a year your family could have spent in the US.
